What is CCRT? 

The Campus Climate Response Team (CCRT) supports the Eureka College community by cultivating a living-learning environment rooted in civility and mutual respect. The CCRT serves as a centralized network for receiving climate reports, evaluating community impact, and facilitating supportive and educational interventions. Campus Climate incidents are intentional and unintentional. If you believe you are the victim of a bias incident, complete and submit the Campus Climate Incident Reporting Form. 

• Triage & Referral: The CCRT is an educational and supportive body, not a disciplinary entity. Upon intake, reports involving potential policy infractions are immediately routed to the appropriate campus authority (Student Conduct, Title IX, or Human Resources) for formal review. 

• Response Standard: Incidents reported to the appropriate office will be responded within 72 business hours.

• Educational Remedies: For concerns that do not violate formal policy, the CCRT utilizes non-punitive measures, such as conflict mediation, dialogue facilitation, and targeted resource allocation to address individual needs and respond to emerging campus trends. 

What is a Campus Climate Incident?  

A Campus Climate Incident encompasses any action, behavior, or expression that compromises communal civility, fosters disrespect, or manifests as harassment or discrimination. Such incidents disrupt an inclusive environment, undermine a student’s or group’s sense of belonging, and ultimately act as a barrier to their full participation in the Eureka College experience.

To safeguard the health of our campus ecosystem, any member of the Eureka community who experiences, witnesses, or becomes aware of a Campus Climate Incident is strongly encouraged to submit a formal report to the Campus Climate Response Team (CCRT) so that appropriate institutional support and resources can be extended. 

Who is on the Campus Climate Response Team? 

• Assistant Dean of Students/Director of Residence Life 

• Representative from Athletics 

• Additional Staff or faculty designee  

What is the reporting process? 

• Student-to-Student Concerns: Matters involving student-level interactions are routed directly through the Office of Student Life for resolution and student support services. 

• Faculty-Related Concerns: Incidents involving instructional faculty members are referred to the Office of the Provost for review. 

• Staff-Related Concerns: Matters involving institutional or administrative staff members are directed to the Office of Human Resources. 

Discrimination 

Discrimination involves disparate treatment or disparate impact because of membership in a particular group, such as race, color, religion, sex, including pregnancy, gender identity, and sexual orientation, national origin, disability, age, or genetic information. The Campus Climate Incident Reporting form is only for incidents involving bias. For issues related to discrimination, contact:

Title IX 

If the incident report involves a Title IX issue, the individual responsible for managing the CCRT will refer the report to the Title IX officer or refer the individual submitting the report to the Title IX officer.

Hate Crimes 

Illinois statute defines a hate crime as follows: 

A person commits hate crime when, by reason of the actual or perceived race, color, creed, religion, ancestry, gender, sexual orientation, physical or mental disability, citizenship, immigration status, or national origin of another individual or group of individuals, regardless of the existence of any other motivating factor or factors, he or she commits assault, battery, aggravated assault, intimidation, stalking, cyberstalking, misdemeanor theft, criminal trespass to residence, misdemeanor criminal damage to property, criminal trespass to vehicle, criminal trespass to real property, mob action, disorderly conduct, transmission of obscene messages, harassment by telephone, or harassment through electronic communications. 

Under the Clery Act, a “hate crime” is a criminal offense that manifests evidence that perpetrator intentionally selected the victim because of the perpetrator’s bias against the victim. For Clery Act purposes, hate crimes include any of the following criminal bias-motivated offenses: Murder and Non-negligent Manslaughter, Sexual Assault, Robbery, Aggravated Assault, Burglary, Motor Vehicle Theft, Arson, Larceny-Theft, Simple Assault, Intimidation, Destruction/Damage/Vandalism of Property. See 34 CFR 668.46(c)(4).

If you believe you are the victim of a hate crime:

In addition, the CCRT will report the submission of a hate crime to Eureka College Police Department, who will review the incident and determine if anyone involved in the incident committed a crime. If the Eureka College Police Department determines that there is sufficient evidence of criminal activity, they will document the incident in a crime report and investigate. If deemed necessary by Eureka College Police, they will contact other law enforcement agencies for assistance.
